Hello
I like the default theme but would like to make some changes to it, if they are relatively easy to do.
1) I'd like to replace the blue logo bar with a tiling background.
2) I have my site set so that a visitor can only see the index page unless they are logged in. However, I really need the index page to be jazzed up a bit. Is this a job for a theme, or is this something I have a lot of manual control over?

I appreciate the link but honestly think that I'd be in waaaaay over my head with that. Where would I go to have a custom theme prepared? The site is for a non-profit organization, so our resources are minimal at best.
For your requirements #1 and #2 you need an elgg theme. There are plenty of Elgg themes available here in the community. Download one and digg into the code. The link Evan posted explains well on how to start with theme development.
