This is a new site install and I notice that I only have Friends Private and Logged In Users as a choice for Default Access Permission in the advanced settings section. Likewise, all new pages, discussions etc. are missing the Public option.

If you mean Advanced Settings 'Restrict pages to logged-in users', then no, it's un-ticked.
Aha. I ticked 'Restrict...' saved it then unticked it and saved it. Bingo! Thank you Matt.
I spoke too soon, but the goal posts have moved. It's just one user that can't select 'Public' from anywhere; ME! If I log in as another user with admin privilages, I can select Public, if I log in as a standard user I can select Public, if I log in under my preferred user I can't.
