I need plugin for "mail to all" and "upload users" for Elgg 1.8

Hi all,
My previous elgg installation was crashed because of memory allocation problem, now I re install the elgg 1.8 installation, I have backup of previous installation users, I want to upload email addresses in elgg 1.8 so accounts can be created and later users can change their profile. In Elgg 1.7 I had used UPLOAD USERS plugin, I need it for Elgg 1.8 and also need MAIL TO ALL for Elgg 1.8 and if some one can tell me any customisable template for Elgg 1.8

I hope you are fine. Well bro, I am in this shit from last 1 month, I host the largest adventure sport community in Pakistan, and suddenly it crashed,
How ever I managed to run it back, but problem is that the plugins are not enabling at the moment.
