In feature when Elgg team release new releases 1.9, 2.0….
these release must have LEGACY mode or Backward plugins(mods) capability to run elgg 1.8 plugins(mods).

We maintain backward compatibility for Elgg's API. The change from 1.7 to 1.8 required more work than usual for 2 reasons:
Most of the 1.7 plugins will run on Elgg 1.8. They will just look strange due to the HTML/CSS changes and will throw deprecation warnings.
