Easy Theme is great for customization. Good directions and easy to edit to create your own look when you don't know how to make a theme yourself.
If you are considering non-GPL options, take a look at hypeStyler. The level of customizability is beyond anyting I've seen in the community.

Purity or Easy but I prefer Purity
