Is it technically allowable to add multiple e-mail addresses on the "Site email address" page?
If so, what would the correct syntax be for adding a second address?
Space? Comma? Semi-colon?

Yeah. What's the purpose and how did you do it?
My suggestion would be to create an email forwarder on the hosting, then add multiple destinations to that forwarding address. Simply use the forwarding address as the site email address in Elgg.
i did something like that in my site, i used the plugin PHP mailer to conect to gmail trough SMTP, then i connected gmail with my site trough TLS, and configured gmail to send the emails in name of my domain.
But a few days ago, something odd its happening: gmail didn't send some confirmation emails, but i think that those emails are from spam users, cause their nicknames are so suspicious. So may be gmail blocked those email adress. I'm not sure, but i'll post how to do that connection later ;) may be it's what you are searching?
