1. make sure mod_rewrite is turned on
2. make sure the override option for that directory is set correctly
in your httpd configuration (AllowOverride)
3. if your elgg installation is in a subdirectory, you need to edit
your .htaccess according to the documentation
4. in the initial setup, you needed to set the full path to your site
root correctly - especially for a subdirectory install - this last
step is the most likely problem - you should be able to check your
error log for your web server and check the errors to see why it can't
find the correct include
