I am a student of university of bolton computing pathway 300level, i will be working on these great open source project to create a social network for my school. I want to know if ELGG will be suitable?

In regard to education-based social networking elgg is exactly what you are looking for.
Yes, Elgg will be the right choice for your school's social network, because the majority of its tools (plugins) are free and also Elgg has a wide variety of free professional templates uploaded by community members, unlike other platforms which even the most basic templates are commercial.
Also, the Elgg Community is very active, so if you get stuck with something a lot of people will gladly help you.

Definitely, Elgg comes handy for creating this kind of networks.
In fact, I have a client who wants an Elgg network for a college in India for a healthy communication between students and teachers and college announcements which students get notified of via email and SMSs.
Another medical organisation that I am working for is also doing something similar for their doctors and patients.
So yeah, it does meet your need.

i realized that if you edit the .htaccess to this

it will increase the speed of the site... as any one observed that?

I don't think this needs confirmation -- the page speed module is meant to increase the speed of your site, so surely turning it on has some effect! The only concern is whether it would introduce any bugs. Let us know if you find anything.
