I don't think restricting spammers (human or bots) based on a certain amount of time will work. My site gets constant hits on the login page apparently from those who have some reason to believe they are already registered - that could be a day, a week, a month, or whatever. That means they register then lay dormant a while, then "helloooo".
But as has been pointed many times here, they find my site by searching for those dead giveaways to an elgg site such as pg/this, pg/that, or mod/this and that. That's the downside to gaggle. Almost seriously, I say we ban it.
BTW, back to the thread topic, it's good to see Dhrup back. I'm learning a lot from his posts and all you guys like him who share your knowledge and experience.
@Dhrup, I like your idea of NOT broadcasting every little thing that happens on the river. Should have 2 tabs "Friends and Mine" Who really cares that Joe Blow updated their profile, or that Suzie Doe created a new page, if he or she is my friend, it might matter to me, otherwise it boarders on voyeurism.

I think there already some 3rd party Riverdashboard plugins available that disable the "All" tab or at least make the "Friends" tab default. Although I can't say if they work without erros as I'd never tested any of these plugins.

May be not based on hours. We could use a phone confirmation. I mean when someone tries to save a blog, or post a blog on your site, a pop up window would appear telling the user to confirm his account via phone code in order to start blogging:
-User enter his phone number
-Elgg Site/Plugin sents code
-User receives code
-User enter code
-Now you can start posting blog
One unique phone number per account and unique code. If a phone number is entered twice in another account, ip will be banned, a log will be made, and phone number remembered for future restrictions. How is that for an idea?
rjcalifornia - I can see where you're going with the whole "prove your identity" angle and in theory it could work, however, I personally can't see how it can be productive. Example, all the "developer communities" I've joined (including this one, wordpress's, joomla's, etc...) I've did so because I needed help with something right there and then. If, after joining, I'd discovered I needed to make x number of "friends" of wait x number of hours/days before I could ask my urgent question, I'd be furious and most likely end up sending in a complaint about the introvertness of the setup (who's going to genuinely "befriend" a complete stranger who has no "mutual friends"? :-/ ). This also negates a points system prior to posting anything, as points can only be acquired by interacting with the community (ie. posting comments, starting threads, etc...).
And I'm no expert, but I'm sure it would a fair bit of moola (money) for the guys running this site to have sms messages sent out to every future members mobile phone - it's an opensource community, so unless there's a tycoon with an endless stream of cash s/he is willing to pour into this site (or any similar type sites) with no expectations of at least breaking even, then it would push this project into commercialisation, which would simply ruin it for people like myself who rely on these types of projects (and who fully intends to one day, when possible, give something back in return).
Fact is, the most effective & productive way to reduce the amount of spam/spammers is to implement systems such as CAPTCHA's and other things that rely on human interaction via the typing of digits on the keyboard. There's no clear-cut way of completely preventing all spammers from joining a site, that's a fact. Even if Dhrup's plugin is as effective as he claims, something somewhere is eventually bound to slip through (sorry dude, but it's a proven fact).
And as for the river issue, yes it would be nice to hide the "All" tab, preferably make it optional for the end-user (ie. members of sites), but the majority of riverdashboards are fiarly limited at the moment especially when it comes to this function so we'll have to dig and hack into it ourselves (no doubt asking for help on the way).

Oo yeah and goes without saying you shouldn't post profanities on any non-adult orientated page/site, regardless of who created the page there could easily be innocents viewing it who could be offended by your comments, it's just common sense guys! X-D

The 'paradox' is that so many sites with <9,999 members have so much spam problems while FK with abt 250,000 members has almost zero spam ;)
I think the all tab is important for smaller new sites where people might not even know Facebook (is that anyone by now?) but the all tab gets them into the action whether they have any friends or not.
I posted an image of the river controls on the Whats new in 1.8 discussion. If Tunist groups sort makes it into core, I am suggesting a complete overhaul of the clunky controls for the river, as his group sorter brings in yet another control.
