Hmm ... strange ... and you have 777 or 775 permission to your data directory, right?
By the way, you have a very cool site design and the images are appearing absolutely fine on my browser.
thanks Shouvik, yes you are rite i have 775 permission to my data directory, is that your browser showing the campaign images on the left and partner image on the rite shouvik ?? :)
No, they are not showing up. I thought you were talking only about the header images.
Try giving 777 permission to the data directory and run the upgrade script and see if it is fixed.
I have the same problem. when i moved my site a small number of member's pictures show up, but a majority of them don't. i changed settings in elgg_metastings and elgg_datalists to the new root location, and i have the correct permissions set on the data folder, and they are still not showing up. i am able to upload new images fine. why would some of the photos show, but others will not? i'm running php 5.3.5 with an apache server.
Are you on Plesk?
plesk? I'm sorry but I don't know what that is.
Have you checked if the member pictures that don't show up have been moved to the new location? In case they are on the server, are the file permissions correct (not only for the data folder but also for the corresponding subdirectories and the files itself)? Are the owner and group for the files and directories also set correctly?
You might also need to set the permission to 755 instead of 777 for the folders and 644 for the files as setting the permissions too openly could result in your server block access for security reasons.
Happened to me to today! Moved to VPS migrating 2 elgg accounts 1.7.4 and 1.7.8 neither have been touched by members since the move including me. Random pictures and icons not displaying. Directories for data are chmod to 775. ran upgrade.php with no effect. Unchecked simple cache and filepath cache with no results. Any ideas?

@iionly That was the trick. What helped me was the time zone fix
Thank you very much
