Is there a settings plugin where a user can set their local time zone? I've done a few searches, but don't see anything. I want to let a user know when, exactly, they performed an action on the website. For example, "On January 31, 2011 at 1:35pm you blah blah blah."

No... Just for note,in order to correctly show user's local time we have to know server TZ also. And both changes have no value now - see at used timestamp (friendly-time) "XXX ago"
Okay thanks. Just to clarify, you're saying that the server's time zone has to be set. Then I suppose it's just a matter of calculating the difference between time zones.
