I can not install elgg, after it tells me that the database was successfully installed, It takes me to the system settings screen I fill it out, click save and get a 404 error....
The original path was this http://mysiteimmakingblachahs.net/action/systemsettings/install
the folder within elgg was 'actions' not 'action' like above. So, I renamed the folder and then I am still getting the same error.
I created all the pages, and the htaccess.
everything was smooth untill this point. Can you please help me ?

@Cody the. Htaccess has to be in the elgg folder. Did you tried making a new clean install? Could you describe us how you made your first install?

hi cody i got exactly the same error when i tried to install in my wamp server. i also renamed the folder but nothing happened.
But when i tried to install in xampp server it worked. So not sure what went wrong.
Install the latest version of elgg and check.
Are you certain your install is not in a subdirectory?
Is your data folder outside the root path?
Is PHP in safe mode?
