I don't there is a plugin like that... We (you and me) could develop one if you want...
@nicolas: I think there is a plugin called supderadmins or something like that. Search the plugin section.
@rjcalifornia: Can the Profile Manager plugin be used to create user types and define their access level on several parts of the site?
