First, I hope that you are getting to the group area, in the default theme under tools in the top left of the screen.  If you do not see groups at all anywhere, them you need to enable the groups plugin.  To enable a plugin, go to Administration on any network page.  You should see a navigation bar on the left, click tool administration.  Once there you can enable any plugin by clicking enable next to the plugin you want to enable, in this case groups.  Then go back to tools and click on groups.  Once in the group section of your site, there should be a item called create a group.  Other than this, I don't know what to tell you, I am new at this too.

My groups are enabled, but the only settings I see when I click settings are "Do you want to allow private (invisible) groups?:

As for the tools, these are my only options

Tidypics Administration

There is no option for starting a group, in fact, there is no mention of groups at all.

Any help would be appreciated.

select Groups

then create away 

You're looking in the wrong place mate, that's the Admin backend.

The topbar on your page Says the following: Dashboard  Tools  Settings  Administration

Hover over tools and click groups.

Then on page refresh look on the left hand side and click Create a new group link.

what do you see ? Do you see a Tools dropdown menu ? and a Groups button there ?

Likewise You will see that in your elgg installation if you have enabled groups plugin

click that and you will get what you want
