Kevin, I was thinking. Could you add another field along with the recommend an comment. It would allow a user to send a private message to the admin at the same time as submitting the form. I could find a functionality like this.

Example: 

Have a suggestion about this "page".

[Enter a message here and it will be sent privately to the admin, when you submit this form.]

Have you had a chance to look into my problem. I tried a clean install and got the same results. 

Setup user profile, set all fields to public, some default to private when user fills out profile. I'm getting a lot of people that don't have their full profile displayed.
