If the admin page is loading

I disabled a theme plugin, and because of the otherr arrangements, the site has gone.
Is there anyway to enable the plugin through any other page?

Is there a way to enable/disable a plugin off the admin page?
Isn't there a file that records, in some way, the status of plugins?
SO EASY!
I did a fresh installation using the old elgg data, Dbase, etc :)
