I read that it was not safe to delete user accounts with earlier versions of Elgg. It was advised to ban accounts instead. A user asked me to delete his account and I'm unsure if it's safe now - currently my site is running on 1.7.3.

When I had asked this question (930 days ago) I just had upgraded my site from Elgg 1.6 to 1.7. As Cash replied long long ago in this thread (926 days ago), it's safe to delete users on Elgg 1.7 or later on site.
But still true: don't delete users directly from the database via phpmyadmin or similar tools! It's very likely that you will damage your database and leave your site unuseable this way. In case you did it this way even knowning better you should use the database validator plugin (http://community.elgg.org/plugins/438616/1.4/database-validator) to check (and repair if necessary) your database.
