I've noticed the same twice this week: a new version of a plugin was recommended but it wasn't accessible for download. It happened with Cash's Database Validator plugin and now also with Westor's Elgg Manager. The new version is also not shown in the Latest Activities.
Is it due to not uploading the file correctly or could there be a bug in the recently installed new community repository plugin? Cash, maybe you can find this out best as you are involved in the development of the repository plugin and the issue happened with one of your own plugin that is now available for download.

I was told that the problem with the new version of the Elgg Manager plugin was due to access set to private. Could it be that the current version of the community repository plugin sets default access to private by default?
Yes, it was a bug. It's fixed in the Elgg code repository. It'll be deployed soon.
