That would be useful to have. Currently, a high level list of new features and bug fixes is posted to the Elgg blog (http://blog.elgg.org/) with each release. Beginning with version 1.7, there is a file distributed with Elgg called CHANGES.txt.
It would be kewl if the Changes.txt fle could be posted to the wiki so that those seeking to update would have a better idea of the benefits and ramifications of an update...
