Coming from a larger vBulletin site, I'm not happy with the current state of forums/messageboards in Elgg, and while I know there are a couple of potential replacement plugins available, none really fit what I wanted. And I love to tinker...
So, I present, in very alpha stages (which is one reason why I haven't made the code available), the "Elgg Forums".
You should be able to see and navigate the forums even if logged out and not registered, but you will have to register to test posting and replies.
I'm looking for feedback at the moment and some help testing. So if you are interested, please pop over, check it out, and make a post or two.

This is running on 1.7.2b and on another server running 1.7.1
100% Elgg code, self-contained. Doesn't depend on any other plugin other then the core that ship and are initially enabled in Elgg.
There have been a few other efforts to build a forum plugin for Elgg. I think that is a clear indication that Elgg's group forums is not sufficient. I've been thinking about writing an ElggComment class that would support threaded discussions (and there are some threaded comment plugins out there too).
Any chance we'll see the current comments upgraded to entities?
Evan, I've been meaning to post some possibilities to the google group for comment. Yes, all options I'm considering would promote comments to entities.
Well, I wait for your possibilities with eager anticipation ^_^
That's basically what I've done, used entities rather than annotations. I don't have threading in as of yet, but the way it's set up, I can add it later.
Looks good. Ive just discounted Elgg as a serious contender for my network due to the poor forum capability. Now I might rethink as your test forum looks just what I was looking for. Keep it up!
Looks great! Your list of requirements is thorough. Freeze it for the first version so you don't get scope creep.

Those features listed are what are currently in the demo there. The core is pretty much done with the exception of things like RSS feeds, river feeds and notifications. Mostly bug fixing and tweaking now.
