Open your site in a browser, eg : firefox, rightclick in your page and get the view source code. You can see how php's of your elgg site is converted to html
You find the head of your page in
/yourroot/views/default/page_elements/header.php
at line 54 begins the meta tags and the xml:lang

jax, as larsen said edit the /yourroot/views/default/page_elements/header.php or /yourtheme's/views/default/page_elements/header.php and add some metas.
