We use elgg to run multiple webcam chat sites and recently implemented a quick solution that allows us to create video chat rooms instantly as needed (hosted for free).
A user simply has to add their room name to end of the url "http://www.omgchat.com/room/"

why not just release beta and we all start to test it out or maybe we can rapid the development

@rjcalifornia & alfirus we have built all of these tools outside of elgg and are in the process of adding them to one plugin.
We are currently building this for a client so they are the #1 priority. I know how useful this plugin will be for a lot of you in the community. Sorry for making all of you wait.

@rjcalifornia, I have taken Raaaj's idea and hacked around the code of another pluggin to create this to be getting along with
It's not perfect, but maybe with others help, we can all help develop it.
Meanwhile, we all look forward to Raaaj's more professional version, I think ;)

Sounds like a fantastic plugin.
1. Will it have the ability to record the videoconference for re-broadcast at a later date, say if someone missed it, they could then click a link to view the broadcast.
2. Will it have polls, it would be great if the host of the conference could post a question for example and then immediately all conference delegates could instantly vote on the poll question, this would give tremendous feedback to the host and expand the functionality of the plugin further.
3. Any timescale for delivery for the beta? Would love to have this on my site and test it out.
