can not create new user!

Hello,
I am playing with elgg of local host. (setup with XAMP)
I can create user, with different email address but email is NOT sent to the user!
1.
Is this related to local host? Is there any clue how can I create several user on elgg running on local host for testing? Thanks in advance.
2.
How can I add, a terms and condition radio button to be checked before someone can register?
Any clue?

2. Need to do custom coding. Or get the coppa pluggin and change the language
