My site would really benefit from the 'Plugins and themes' plugin that Elgg uses.
Does anyone know if this plugin is freely available?
If it is where is it?
If it is not, how can I get it??

@Mick if you're talking about 'offending' b/c of yr commenst *I am not offended ;) And I understand the frustration. I fell in love with programming since I first write a program to calculate the areas of a triangle ha ha ;-O) Since then I've given 30+ yrs to this IT business and can remember many times when I could just cry for days because I could not fix some code problem.
I have looked over the "Files' PlugIn code ;-)
I reckon Elgg's PlugIns/Themes/Langs plugin is a *stripped down* version of "Files" !
And what Adrian tried which he said did not work... ? I think I know why -- there's a whole schmoozle of interdependent code whew..! Gotta step carefully or else it's doggiepoo on your feet ;-)
@mick ... I feel your pain ... I'm a firefighter by trade but believe me, it really is worth persevering.
If you can see the plugin you need by a different name, then you simply need to use a language based plugin to alter the words.
The plugin thing here, is just the file plugin using different words (language).
Anythying called 'theme-something' over rides what people see.
'theme-language' containing over-rides of the language files in the same file structure will override the words in the same way that it can override the css.
The key is in what people 'view'.
Take a look at a 'theme' plugin and how it contains css files for plugins, they override the default plugin css.
So put a language file in that 'theme' plugin, and it overrides the plugin language.
