I am starting a social network community focused on the Yacht Charter business, aligned to our core business, www.boatbookings.com

I'd like to develop a plug-in for itineraries (where people go on a boat) that would be similar to a blog.  However, any member could post multiple itineraries, unlike the Elgg Blog where you can only have one.  Also, each itinerary would have structured fields for Latitude, Longitude and photographs for each port-of-call.  (A port-of-call is a discrete destination along the itinerary)  As well, it should have a google maps function for plotting the route.

What's the best way to find a developer who could create this plug-in for me?  I am sure I will get a lot of responses from developers who claim to be the best, and some may be.  But I'd especially appreciate comments from other people who have hired developers and can comment on reliability and quality.
