Can't Install a Basic Plugin

Hello,
I am following this tutorial in Elgg 5.0 https://learn.elgg.org/en/stable/tutorials/blog.html
and I am able to activate the plugin, but the plug in does not show up on the website nor does it show up in the settings page,
nor do I get any error....
Did someone come with the following issue...
Is there some other tutorial for designing apps in Elgg 5.0

Yes this was working.....
But I am trying to bring back to life my older Elgg 2.0 files which had start.php files to 5.0.
So I should be able to replicate a more complex design like the Blog Plugin which had views file...
This would help me understand what changed....
Both systems are working,
like http://my****.com/my_blog/add and http://my****.com/hello
But I was asking, what are the steps to register the plugin onto the menu. Elgg used to do it on its own before...
Its not showing up as menu item
