You need to change some entries in settings.php and/or the database (what and where to change depends on the Elgg version) for Elgg to find its install and data directory (e.g. for cached files also like CSS etc. that are not to be found according to your images and therefore it looks like it does). You might also want to delete the cache folders in the data directory you have moved (not the user data but only the caching folders) as they might still contain references from the site with paths not matching the local server installation. The cached files will get recreated automatically.

You made fatal mistakes while updating/transferring the site.
Also, your problem is on the localhost, not the production server.
So it's not all critical, IMO.
In the future, follow the Elgg instructions or ask in advance how to start the site migration.
So, check the error logs, fix them, or hire admins who know how to fix it.
