Go to the Developers tab, there are tons of freelancers. Also, if you host with GoDaddy, you can intsall elgg and have it running in less than 5 minutes w/o any knowledge whatsover! You can just add "Delux Hosting" to your domain for $7.00 a month. This will get you started until you outgrow that server, then when you bring in the $$$ you can get yourself a dedicated server :)
