I went through and found a bunch of posts having the same issues...however they were running linux.
Right now I'm trying to test it on localhost using xampp using my windows pc.
What do I need to do if I keep getting that same error every time I try to install elgg?
Do I just need to partition my drive and dedicate part of it to linux?
Or is there a way to install it on windows pcs/servers?

This old video may help more (Elgg installation on Windows): https://www.youtube.com/watch?v=1kY_U3USWX0
I already set up a database for elgg...I will give that video a try and see if that will help thank you.
I got it to work finally...figured out the problem when I first downloaded elgg it must have gotten corrupt and not downloaded all the files second time downloaded it I found it had all the files needed. Thanks this can now be closed.
