We need to have the very basic before doig anything else. We need forum. Not group forum. forum that is easily accesable without joining a group. Vanilla and phpbb is not an alternative because it has some issues with tag search and links and we have to tweak it over and over to match our theme. Simple forum like NING has would be a very valuable feature to elgg. Even JOOMLA social has it. Why can't we make it for elgg?

I guess you could tweak the groups plugin, and disable everything else. If you leave group discussions only, and then remove the join feature, that's it. But, yes, it takes time to code.

No need to code. There is a plugin called autosubscribe to groups, which will subscribe new members to the groups Admin sets in the plugin settings.
Note it will only autosubscribe New members.
You can set this up to subscribe members to a group which only contains discussions as Uddhava suggests
