I use elgg 2.3, and connect it with other 3rd party via elgg-webservice.
After did some checks, I got that username accepts any case (i.e. non-case sensitive). It seems will effect my 3rd party for further time.
How to make the username in elgg be case sensitive ? or, maybe, there was a plugin does it ??

So it's an Elgg 2 problem only.
Solution: upgrade to the latest Elgg
BTW: You will solve a lot of problems using Elgg 2 unstill upgrade to a new version of Elgg
