Custom HTML About Page

Trying to edit the external pages plugin to open an about page with custom html and css. Is this possible? I have the custom html there, but whenever I load it through the elgg site, the css doesn't load. Why is this? I think it might have something to do with the active directory when using the html vs. xampp, any ideas how to solve this?
