Issue with Group tool

Hi Everyone,
I am using group tool with elgg version 3.5 and facing issue with below scenario.
Scenario is:
when we enabled 'Site administrators need to approve new groups' in the setting then
we cannot set 'Who can see this group' option to 'group members only'.
always setting the value with 'logged in users'.
Could you please advise?

yes, i was trying with old version as latest stable version not available in elgg plugin list.
now I downloaded latest version from github and working fine.
