So one of the steps to installation is the following, and yo can see the errors:
ray@USN:~$ sudo apt-get install php5 libapache2-mod-php5 php5-mysqlnd

You must log in to post replies.So, it seems you already have php 7 installed. If any php package is missing, try it with "php7" instead of "php5" in the package names. Elgg 2.3 is compatible with php 7 and the latest 2.3.x releases already with php 7.2.
