Hi, Can you help with the following 2 points:

• I want to enable "Site Notification" for all the existing user and the same will be the default configuration for new users. 
• User will not be able to change this setting i.e. they will not see the option to enable/disable site notification (Site Notification will be enabled by default as per point 1, User will only have the option to opt in/opt out for email notification)

How can I achieve this?
