  • No a deactivated plugin can't cause conflicts.

    There are no issues with having many deactivated plugins beyond clutter on the plugins page.

    Uninstall: Deactivate the plugin then remove it from the mod directory

    Reasons for conflicts:

    There are various scenarios but common ones are - overriding the same view, dependency on the same library of different versions, conflicting directives on plugin hooks.

    Generally if 2 plugins modify the behavior of the same part of the site in different ways there's a chance of conflict.  Usually it can be solved by a competent programmer as most of the time it's just a case that the plugins are unaware of each other (different developers), but can be made to be aware and conflicting edge cases solved.
