for lots of things like letting my server breath and inputting one form to different databases
and if 1 server goes down the other server backs it up
I am not sure what you meant by inputting one form to different databases. However for the backup server, you can write a custom code to copy one database to another.
Here's the command for copying the database in the same server.

Yeah, sounds like load balancing. This is a hosting question for a sysadmin, the code of elgg doesn't really have anything to do with it.
