Is there a document where is stated what is possible to do in one installation for having different communities or different sites?
Or, as alternative, what should be enhanced/developed in order to have them?

It looks like an admin tool, making more easy to create different sites sharing same code but having separate databases.
hmmm,i dont think that its tool,beacuse on github its look like anothet version of elgg with multisite
