Fixed the tinymce issue in the plugin management page

I got the tinymce plugin installed and activated the same. Later, as per my client requirement for word censor, I searched the elgg plugins database and got the plugin named bigbrother. Now when I activated it and visited the plugin management page, I could not get the tinymce editor for entering the words to be censored by the bigbrother plugin. After analyzing the plugin list code flow, I got to found that, in the tinymce plugin, code is written to include the tinymce js code only once even if it is called several times. Then, in the plugin list page - ROOT\views\default\admin\plugins_opt\plugin.php, I found that, code for checking the existence of elgg view seems to be incorrect. Actually, they have used the method elgg_view to check for the existence of the view file. Instead, they should have used elgg_view_exists. After changing like that, I could see the tinymce editor in the Word censor textarea of the bigbrother plugin management
