kn restrict is a unique plugin for which i own the copyright as it was built for, and sponsored by me. the rights issue was recently clarified by the plugin author, on Twitter.

this innovative plugin enables offender management capabilities for law enforcement. The original author doesn't have the time to update it, so I need someone to do this for me, especially as I have police commissioners in the UK getting interested. The plugin will be released as a free plugin to the elgg community when it has been updated.
