cim, I don't know how to tell the difference.  Some files in the "data" directory are owned by 48/48 and I can not view them.  The files owned by 880/880 I can view and change.  All the files in the "mod" directory are owned by 880/880.
 

Damn, it is working.  I reloaded 1.9.8 one more time.  This time instead of overwriting all files I only overwrote the files of difference sizes.  Seems some files were not be uploaded completely.
