Would anyone here be interested in funding the creation of a fully featured "translingual" plugin?

Here's what such a plugin would offer:

1. Ability for visitors to select their language of choice for both interface and content (effectively over-riding Automagic Translation if the plugin is either not installed or has selected the wrong language).

2. Ability to instantly translate any web-based content item (ie, not a file) into the selected language using Google Translator Services.

3. Ability to request and create/collaborate on manual - and therefore more accurate - translations of content and to present the prefered translation to the viewer (if the translation exists).

I have offered seed money to get this project started but would like to see if it is possible to get the community involved in this effort in order to produce something really stellar that everyone can use.
