I have a fresh install of Elgg 1.8.16. I am trying to install a new plugin that requires 1.8.16. When I go to the plugins, every plugin reports me as being on Elgg 1.8.15, so I can't install this plugin.
In version.php, it says I'm on 1.8.16 and has version date 2013051700. In the database, in elgg_datalists version says 2013030600. When I run upgrade.php, it shows the spinning loading symbol and then loads the activity page and nothing changes in the database.
What can I do to make Elgg recognize I'm running 1.8.16?

Can you report this as an issue on GitHub with as much detail as possible? This sounds odd.
You say "fresh install of Elgg 1.8.16". But has the database also been created when installing Elgg 1.8.16 or is it a database you created at an earlier time on a former Elgg 1.8.15 installation?
If the database is from an earlier installation, could it be that one or more of the database tables are damaged resulting in the upgrade.php script not working? If this is the case, repair the database for example with phpMyAdmin and then execute the upgrade script again.
