O.K. new on here and tried using the search feature but could not find what I was looking for. If after reading my question you can refer me to the correct answer let me know and I will go to it.
Now, I have just installed Elgg onto MAMP to try and figure things out before making it live. I have Elgg 1.8.16 and have the default theme. I need to alter the CSS so that I can make it look the way that I need it to look and cannot seem to access them. I can however find them when I use firebug to change them on the internet. If any of you wonderful people can help me out that would be great. I am doing this as a project for school so time is a bit pressing. Thank you.

my 2 cents.
Most of the css is actually found within php files, and is compiled using the elgg views system. I've created a plugin tutorial specifically for people starting out.
