Hi everyone,
When I first got started with Elgg, I was very disappointed by the lack of customization Elgg offers. I have an idea for a plugin that will make it a lot easier for people who are not familiar with HTMl, CSS, and PHP to easily customize basic aspects of Elgg. Below is a list of some of the features I am planning for the plugin to have.
If you would like to contribute to this, I will open a Github Repository after the first release.
I think that this plugin will make it a lot easier to customize certain aspects of Elgg.

Sounds good. I was thinking of having the settings on the admin page with tabs. And each tab will be for heading, topbar, footer, etc
For example the topbar tab will have a setting to remove the elgg logo or add a topbar item via elgg register menu item or unregister menu item topbar elgg_logo
And also thanks to the way elgg was developed, you can customize elgg without overriding views. This can be done by extending a view.

I would omit the admin theme, I doubt it's a priority for anyone to have their admin panel themed a certain way. The point of having a separate core theme for admin is that it's unaffected by theme/plugin bugs that might interfere with some integral functionality.
Yeah I agree with Matt. Themes in 1.7 and below affected the admin section and just made everything messy. There's no reason to change admin area CSS for the general public unless its your personal preference.
@Matt If you are running a large network you might want the admin page to be a little customized. That will be the last feature I add though
@Cim I was thinking to extend the menu such as "Appearance" -> "Topbar". Your idea would be easier but mine has all teh settings in one place.
