Notifications by email disabled

Hello friends,
How can I disable by default, the notifications by email, for all user. When I login in my session I can disable it in "Notifications", but I need disable it for all users in my Elgg site.

I like your solution Rodolfo Hernandez, but if I want to keep only the notifications by mail, when an user create a new account for example???
