@cartonic the 'report this' button is a menu item in the 'extras' menu. You can add your own logic for when/where to show it by hooking into the 'register', 'menu:extras' plugin hook.
I cannot see a link for downlaoding wlgg 1.9?
I think you have to look in github for elgg 1.9 However it is still not in beta, so wait for an official release.

@Magdy: Development of 1.9 is quite active in recent months. Still lots of tickets to close. Feel free to contribute! This way we'll see 1.9 sooner :-)

@Magdy: Bugs in the Elgg core should be reported at Github: https://github.com/Elgg/Elgg/issues/new , bugs related to plugins should be reported to plugin creators.
Is Trac still being used? If so, can someone fix the 502 error on http://trac.elgg.org/roadmap
If Trac is no longer being used, and in general, is there a Table of Contents type list or other short documentation that describes major changes being implemented for 1.9 and the current estimate for a beta release date?
There are several proposals I'm developing with July deadlines and I want to include a budget item with justification for upgrading to 1.9. I need to have a better idea of why I should upgrade and how it may affect my current setup in terms of functionality and costs for testing and plugin changes.

AFAIK release date depends entirely on when we close all the tickets. It's nearly impossible to estimate release as all of the work is voluntary. Feel free to contribute, so we could see 1.9 sooner.
