And this is on my local machine. I don't have many plugins either. The page load time is about 6-7 seconds. This is when I have 3-4 users.
Can someone please help me understand where I need to start looking?

Wamp shouldn't give that problem. Which version of elgg are you using?

I'm using Xampp on a localhost in Win7.
Even with apc installed and running, elgg still remains running slow... why?
I am using elgg 1.8. If its behaving like this on a local pc, I can imagine what will happen in live environment :)
This article may be usefull, it describes basic optimizations you could do.
Slow part is database. If you can't optimize it. then it would be very hard for you to run a elgg based website. TTFB is very slow on elgg based websites so try to work with database.
In local host, you antivirus software can also cause performance issues.
It's rather an issue with the Wamp installation (Apache or Mysql config) that slows down the access. Or it might be an issue of the network setup, i.e. routing (are you testing in LAN or also via Internet?). While you surely need to optimize the configuration for high load (many concurrent users) even on a very powerful server, the slowness on a local computer with only a few test users must have other reasons than the load caused by Elgg alone.
I have found that antivirus software can definitely slow things down.
