Yes, you can do that, but always create a full backup (files/database/data folder)
What was the problem you faced?
They haven't set their system up to upgrade the ELGG versions 1.12.18 to 2.3.17 using the softalicious program. I asked them and they said nobody have bothered to tell them and they couldn't do anything until ELGG told them.
The possibilty to leave out minor releases is there only since Elgg 2. So, you wouldn't have been able to upgrade from 1.11 or older directly to Elgg 2.0 or newer.
You also can't upgrade from Elgg 1.12 directly to Elgg 3. You would always have to upgrade to the latest minor release before being able to upgrade to the next major release, i.e. first 1.12 then 2.3 or first 2.3 and then 3.3. So, with the upcoming Elgg 4 in mind you would have to upgrade to Elgg 3.3 first before you can upgrade to Elgg 4.0 (and of course the 3rd party plugins also need to be compatible!).
Softalicious is totally independent from the development of Elgg. So, it might work to upgrade Elgg with it or not. I wouldn't trust it as there are surely several things that could go wrong when using some kind of automatic upgrade tool that is developed by people who have no idea of Elgg at all. Updating Elgg on your own isn't too hard either. You have to learn it once and when doing backups before an upgrade it shouldn't be risky at all.
