bull3d.net/Bull3DSocial is a elgg based social networking. Tull few days back the users and admin could login. For the past 3 days they are not able to login. Afterusers enter login and password it shows the login screen again.
Few lines form the server logs are below.

I have checked the data base and there is no corruption.
One can visit and see that www.bull3d.net/Bull3DSocial
Elgg version is 2.3.3
PHP version is 5.6
Database
HTTPD
Apache/2.4.41 (Unix)
Please suggest any step hat needs to be done to identify and solve the problem.

How to clean the cache? Where is the cache folder?
Go to Administration.
Click on 'Flush the caches' button.
Thanks but unable to login. I have just disabled commented the line 12 in .htaccess.

I see a directory by the name system_cache in the file system. Would it be ok to delete the contents of that folder.

Clean all inside only these folders in your data directory:
You can temporarily disable all plugins by creating an empty file at mod/disabled
Then you can try to login in site.
I did did all that. Its not able to log me in.

1 - Check your .htaccess file. Compare with this.
2 - There're some discussions about same issue. Perhaps, you can find something there.
The problem got solved. For some reason the following line in settings.php got set to true.
$CONFIG->cookies['session']['secure'] = false;
